Assault Weapons Ban: House Bill 1240

Governor Jay Inslee signed HB 1240 into law on April 25, 2023 and it took effect immediately. The law prohibits the sale, manufacture, and import of assault weapons in Washington state while allowing reasonable exemptions for manufacture and sale to law enforcement and the military according to the Attorney General's Office.

HB 1143 establishes a 10-day waiting period and the completion of a background check for purchasing any firearm

Gun buyers will have to follow new rules in the new year. House Bill 1143 establishes a 10-day waiting period and the completion of a background check for purchasing any firearm. Previously, the waiting period applied only to purchasing pistols and semiautomatic weapons.

Specific Effective Dates of the New Laws

House Bill 1240: Effective as of the date of signing, April 25, 2023.
Senate Bill 5078: Effective 90 days after April 25, 2023.
House Bill 1143: Effective January 1, 2024.

what about the 17% tax on ammo sales that will "be put towards ending gun violence"?

From what I’ve been following it seems like the majority of the gun control died; the big one that is likely to pass this year is the one that affects all FFLs. Basically it will put all the small time FFLs out of business.

Thank you for taking the time to write, raising your concerns about this year’s proposed firearms bills. It is unfortunately a common occurrence in each legislative session that our right to buy, sell, own, maintain, and operate firearms in a lawful manner is under threat.

I have always been a supporter of the Second Amendment. We do not need more laws restricting the right to own guns. Most of the legislation that has been passed in previous session and the new legislation proposed this year would do little to reduce gun violence. The new laws that have been proposed would only succeed in restricting the rights of law-abiding citizens which is clearly unconstitutional. Since criminals who use firearms are not following existing law in the first place, additional laws are not necessary.

Due to the large number of new bills this year, my office is doing its best to keep you informed about the status of these bills as they move through the process. The links provided in the bill table below will allow you to personally follow the status of each bill and keep you up to date.

Last session several bills were passed that restricted our constitutional rights, despite strong Republican opposition. You will see those bills highlighted in the table. You will also note a few bills that support the 2A.

Please note that we are in the early days of the current session and that nothing is set in stone yet. However, this is a short session and the process will move quickly. Sometimes the information in the table below will be outdated within hours of it being updated. The last day of session is Mar. 8, and the cutoff day for bills to pass out of committee in their respective chambers  (House or Senate) is January 31.
