Title: 2 pole endorsement for youth?

Do you need to/ Can you even, buy a 2 pole endorsement for a youth under 15?

The way the endorsement section is written in the regs it sounds like it is not needed, but there are quite a few posts on various forums of people saying they still had to purchase it at full price for their kids in the past.
