Title: non-resident EAST tag available

this is a general over the counter tag purchased by my friend who lives out of state. he is unable to make the trip out and would like to offer his tag up. i am not sure if it can be transferred to a resident but if anyone knows of non-residents that are interested, send me a PM and i'll hook you up. he is willing to trade some of the meat from the kill for the tag so it's a great deal, the tag cost him $396 so hoping it can be put to use. i know it must be transferred prior to the season opener on saturday so time is of the essence.

then i must be reading the reg's incorrectly. page 13 refers to exchanging the license.. if it's illegal to do what i am asking then nevermind..

the exchange they talk about on page 13 is about exchanging with the WDFW you can not transfer tags between people. Sorry he will have to eat tag soup this year!
