i ask because i am a brand new bowhunter and am not able to carry guns due to past run in with the law.

Very rare but with the number of hunters and outdoorsman out there and a growing population of cat, bears and wolves it seems to happens a few times every year.  And thats just the ones we hear about.  I heard to different guys tell me they were mock charged by black bears this past elk season.  Get yourself some bear spray and hope for the best.

This happens more often then you think. I have friends who while out turkey hunting call in cats. Some of them were close encounters.
