If they have cows with them you might have to get in closer to them before they will  come in. Try to call and locate them then sneak in as close as you can then call. They don;t like to leave the cows to go fight because they already have cows but if you get close in they will try and protect them.

I dont think they have cows with them yet, The bigger sounding bull thrashes and runs to the left and right and makes a ruckus but he just stops and wont come in.

You aren't doing anything wrong.....Thats elk hunting.  Gonna have to push them.  Go in silent and when you get about as close as you can, let one rip.  He'll be on you in a second.  If you bugle going in or call going in, he'll probably gather his cows and pull out.

I started a thread a couple weeks ago asking what calling routines Westside hunters used. Some good ideas in that thread. Also the thread below has some good ideas as well. Good luck getting one.

I had a bull we would work every morning for 3 days in the bumping. He would be fired up and come in, then leave. The forth morning I worked him and he came in running. Big 6x6, 10 yds away but in the brush no shot. :bash:

Hunt the bulls ALONE.  Less noise, smell, and other red flags to the elk.  I agree with bone.  You have one shot at it.  Have all your ducks lined up.  If your plan fails, cow call til no end when they bust out.  Hopefully he will think he left one behind.  Good luck.

If the latter happens, pick up your cadence as a seperated cow has a faster call or quicker repeat....  Its a little late now, but if you ever want great calling advice, get the cd's/DVDs from one of our sponsors Elknut.   I'm not just pushing a sale for a sponsor.  Its a great product.  I have been calling elk successfully for a long time and I learned lots from it.  Its certainly worth the coin, and its very affordable.   It would go over just such a scenerio and many more.
