WASHINGTON – A federal grand jury in Springfield, Ill., returned a 23-count felony indictment today charging Jeffrey B. Foiles with conspiracy, wildlife trafficking, and making false writings in connection with the illegal sale of guided waterfowl hunts, the Department of Justice announced Thursday.
The indictment charges Foiles, 53, of Pleasant Hill, Ill., with conspiracy to violate the Lacey Act and the federal false writings statute, 12 substantive violations of the Lacey Act, and ten counts of making false writings in a matter within the jurisdiction of the U.S. Fish and Wildlife Service.
The Lacey Act is a federal law that makes it illegal to knowingly transport or sell wildlife taken in violation of federal law or regulation. The act defines the sale of wildlife to include the sale of guiding services for the illegal taking of wildlife.
The indictment alleges that from 2003 to 2007, Foiles conspired with others to knowingly transport and sell ducks and geese that had been hunted and killed in violation of federal laws protecting migratory birds. In particular, Foiles is alleged to have sold guided waterfowl hunts at the Fallin’ Skies Strait Meat Duck Club in Pike County, Ill., for the purpose of illegally hunting and killing ducks and geese in excess of hunters’ individual daily bag limits. Foiles and his associates are also alleged to have falsified hunting records at the club in order to conceal the excesses, and to have filmed the illegal hunts for inclusion in commercial hunting videos.
An indictment is merely an accusation, and a defendant is presumed innocent unless and until proven guilty in a court of law.
The maximum penalty for a felony violation of the Lacey Act or the federal false writing statute includes up to five years in prison and a $250,000 fine.
The case was investigated by the U.S. Fish & Wildlife Service, in cooperation with the Illinois Department of Natural Resources, the Iowa Department of Natural Resources, and the government of Canada. The case is being prosecuted by the U.S. Attorney’s Office for the Central District of Illinois and the Justice Department’s Environmental Crimes Section.

Yeah his videos were super cool, but the question now was it worth it? I say no F-ing way. I heard that undercovers were going on hunts and could not believe how much overlimiting they were doing. The camera man even shut the camera off cause he could not support what they were doing. what does that say? :bdid:

I take it that this guy had a hunting show or something? I've never heard of the dirtbag and now that I've read the above posts it sounds like I missed nothing. (I seldom watch hunting shows on TV any more.)

kind of makes your wonder about the fact that his 2 lanyards packed full of bands were stolen this summer from game fair? whoops there goes the evidence... anyone in the right mind would know they wouldnt get away with this

That's what happens when the fans keep wanting bigger and better hunting videos! kill, kill, kill!!!
We've become a group of wannabe's that covet the guys at the top. These guys end up doing whatever it takes to stay on top, even "parking" geese to get bands. I know of more than a couple of guides in this state that caught geese and swiped bands from them at Riverfront Park in Spokane. Pretty sure it was only a one time incident but this is what happens when a traditional past time becomes too commercial.
Glad I can say I never bought a call, video or even a sticker from this *censored* nozzle.

Just because he made some bad decisions doesn't make the call bad. If you want to get rid of it I'll take it! Just to help you with feeling better about it of course! It seems that he had a good thing going without the poaching. Now it is all gone, or will be soon. F&W will be watching every move the guy makes for the rest of his life even if he is not convicted. That hunting lodge would be a dream for most of us. Hard to believe someone would throw it away. :DOH: :spank_butt:

Shooting them banded geese with a pellet gun is a good idea. I should do that on campus. We got ducks floatin all over... I think that I will use a sling shot rather than a pellet gun.

You can't get turned in for things you say that you "should" do and I think that when you mention hunting ducks with a sling shot, its quite obviously a joke :P.
I hope that people are hunting for points on this site. Leaves more room in the field for me to be hunting for meat!

Guys who troll through the internet looking for people to say the slightest thing wrong. or put up a pic that has anything remotely questionable and assume the worst. armchair wardens basically. it gets old. especially when you cant even make a joke without someone deciding they are gonna get 10pts from the dept the easy way.

One of these days I'll show you my new archery setup. It has a million candlewatt spotlight and a car battery duct taped to the stabilizer. Just for walking in the dark, of course. It gets a little heavy, so I put it on wheels for those Wilderness hunts. I can usually tow it behind my quad for quite a ways before I start walking.

Ellens burg- I got a really cool little wish bone slingshot, just like Elly-Mae had on the Beverly Hillbillies that can knock a fly off the wall at 50 yards you might want to borrow.... Although, I am disappointed in this type behavior coming from a guy that used to hunt Cougars on weekends???? What happened, went from 40 somethings to Ducks in the kiddie park, man I don't get the youth of today at all.................... lol :chuckle: :chuckle: (see the chuckles inserted to display sarcasms?)

Wow science, After reading this thread i read the other thread that you had a problem with Ellensburg....
1. you need to get a friggin sense of humor.

3. don't come on hear asking for help on your first couple of post and expect to not get a little *censored*. your just lucky you got the advice you did with out more "Trouble". i guess duck hunters are nicer people because i highly doubt you would've got such a warm welcome if you would've went to any of the big game forums asking for help with your first post in the middle of season. every answer would have been like ellensburg's. if you want a little advice.... don't piss off the people you want help from.

Bottom line guys everyone messes up... Were all guilty of shooting over are limits at least once guiding for. Ducks and geese more power too him we have all tooken side jobs for cash ?shooting banded geese i'n parks kinda childish i beileive but not my deal saling the meat is wrong i'n my eye, there just making a big deal out of it cause he is a big name i'n waterfowling,

One of my favorite duck calls was a Foiles. I took it off my lanyard. Put the Iverson back on. It's got sentimental value anyhow.

I'm not going to stop using his product because he did something he shouldn't have. If that was the case I would have stopped using G-Loomis fishing rods back in the late 90's. He will pay his fines and everything else that comes along with it, but he still makes good calls.
