Title: Firearm noise suppressors HB 1016 passed today
Post by: Robert on February 07, 2011, 07:08:04 PM
Just learned the silencer bill passed here in Washington.
Now (or in 90 days) I can pop off rounds from the chicken coop with out bothering the layers or stampeding the horses out of the pasture..
coyotes have been traipsing thru the end of the pasture unmolested...
Wonder how they effect accuracy?
Could 'own' a silencer for a $200 -TAX- and a back ground check prior to this but was not allowed to use it.

 HB 1016
Brief Summary of Bill
Allows the use of a contrivance or device for suppressing the noise of a
firearm if the suppressor is legally registered and possessed under federal law.
Effective Date: The bill takes effect 90 days after adjournment of the session in which the
bill is passed.
Feb 7 Committee recommendations adopted.
     Placed on third reading.
Third reading, passed; yeas, 88; nays, 4; absent, 0; excused, 6

Good first post Robert.
Keep us posted on this.
I've never seen one in use but I have looked at the videos on youtube and it looks like a nice way to shoot without excessive noise.
I also know a few raccoons that would love to hear less noise as they receive a fast-flying message from me about staying away from my chickens.

Would the WDFW have any intention of allowing it's use for hunting?  Would there be a process to try to have them allow suppressors?

They are fun, but heavy and real dirty after much use.  I've used them extensively on M4's and MP5's.  I will not be buying or using one for personal use, just not worth the price nor the hassle for me.  They can be a great application tool for sure, and bet a lot of folks will enjoy having and using them!

I heard you need sub-sonic ammo for them to actually be "silenced". Is there any truth to that?

Yes.  You can buy it online or make it.  For 9mm I think you need to shoot 147 gr or heavier to still cycle.  There are studies showing that for subsonic rounds penetration gives the best terminal performance as opposed to shock from a fast bullet.  It is recommended to use the longest, heaviest bullet you can...because you basically have a speed limit.  Think small car vs big truck at same speed.  So does anyone know if you can get bullets heavier than 300 gr in .338?  Or is this a lathe project?

So doesn't it need to pass the Senate and then be signed by the Governor before it becomes law?

The only potential hurdle I see is Gregoire.

Is it true that silencers are only good for a few shots and then they're worthless? Something about all the gases they absorb

I can’t find any hunting regulation that would disallow the use of a suppressor.

Not true at all.You should get thousands and thousands of rounds from a sealed can and a take apart would be almost unlimited. For ammo I use CCI standard velocity for .22 and anything in 45 is subsonic.

Do you just run down to the local sheriffs office and pay them to do the background check. How do you go about getting one. Buy it and have it sent to your gun dealer or what. Who does the $200 go to. Im already looking at Gemtech's for my P22 and 10/22 and .17hm2.

Go to the gun store and tell them you want a suppressor, I am sure they will be able to walk you through it.

Lots of stores are selling suppressers.Make the check out to ATFE and give it to the dealer to send in with your paperwork. They will prepare the paperwork minus a couple signatures.Wait 4-8 weeks for your stamp to come back and it's yours to take home after filling out one more form similar to a NICS.

Anyone know when the Senate votes on this? If it goes through there, I'm sure it will how long until the Gov signs it?

It passed the 3 readings in the House, but it will have to pass 3 more readings in the senate.  After it's been "enrolled" in both the house and senate, it will be in front Gregoire to pass or veto.

I'm hoping everything goes smooth.

I believe the police dept. was also pushing for this due to hearing reasons.  I will be ordering up one for my 10/22.  It will make for a great starling gun.  I will have better accuracy with the CCI green label stnd velocity ammo than my current air gun selection.  The neighbors won't grip about me popping off rounds.
