Is the 2 bear limit per year and if so does that include spring bear? Does it go by calendar year or license year?

Yes a spring bear counts towards your two bears a year and it goes by the license year.

I may be a little thick skulled but does this mean that if I take 2 in the fall I can't take 1 in the spring or is the spring bear season on the new license year :sry:

after you got your 2 bears in the fall the following spring would be on a new year hunting license, so you will be all good to put in for spring bear dude..
