It's already legal. As long as it's not electric or radio telemetry. I would foresee a problem with the effect on arrow flight due to added weight and imbalance.

I don't see what prohibits it.  I thought there used to be a reg that mentioned something about drugged/poisoned arrows, and I would imagine if WDFW saw the arrow that they would assume it was some sort of drug/poison and not the tracking chemical.  Then send your arrow off for testing before making you buy your bow and arrow back.
