No.  Youth are youth: both resident and non-resident.

Thanks Bob. Once more, a wealth of information. There is a category for veteran. Does any veteran qualify for that rate?

I don't believe (unfortunately) all veterans qualify for a reduced rate.  Perhaps someone can confirm this.

*To qualify for reduced license fees you must be a resident: veteran with 30% service connected
disability; veteran 65 or older with a service connected disability; that permanently uses a wheelchair;
that is blind or visually impaired; or with a developmental disability as defined in RCW 77.32.480.
Reduced fee applications are available online at wdfw.wa.gov/accessibility/requirements.html, by
calling (360) 902-2464, or at Regional Offices.

 :yeah: just finaly got my reduced vetran rate, they will only take your VA paperwork, not army paperwork showing your disabled..

Yes it is.  I'm not aware of any other state that treats all youth (res and non-res) that way.

I've heard of non-residents putting their kids in for OIL species here because of the extremely low cost for youth application fees and tags.

And why not? There is no minimum hunting age in Washington, and youth have very low application and permit costs relative to others. 

I'm not sure what the thinking is on that.  I'm all for youth hunting, but I'd rather see the state give veterans a break rather than any non-resident.
