"Terry Nelson went to Wildwood Park in Puyallup last fall to walk his two yellow labs, Jazz and Buck.
He came home owing the city $513 per dog.
Nelson was ticketed for letting the two pooches run loose in the park at 23rd Avenue Southeast. That’s not permitted under city code; dogs must be leashed anytime they’re on public streets, sidewalks or other public places, it says.
