THe system we have doesn't have left over tags does it?

I would be more than supportive of "leftover tags" if there are less hunters than there are permits. I just don't like the idea of having to return a permit you were drawn for because you were very lucky and drew more than one tag.
Not crazy about the additional fee, but would love to not see the tags go to waste. I wish there was a way they could just limit the draw.....so people can't draw multiple tag and only harvest one animal. In my opinion you should only be able to draw one tag per species / per year. This would keep peoples points built up in the other draws .
