Congrats to him. I had the tag in 2016. It's a great tag, especially now that there are so few. And yes, the IEP permit is a must. If you don't have it, get Onyx as some of the landowners there can be a bit ornery. I killed mine on the IEP land. If you can, have an ATV at hand as IEP can close the roads to vehicles but will allow ATV's in (at least they did then).
The IEP area is good advice. If you get in a bind, I will help you out. My spot is a hike in and first mile is uphill so not sure how well his dad can get around. I’m in this spot all year and it holds animals. I harvested a bull in there in 2015.
