NE Muzzy Cow hunts a week early?

So did the Wa Dept Feline and Wolves screw up or did they mean to have the Region 1 muzzy cow hunts a week earlier than the bull hunts?  Usually they run concurrently as they do in Reg 3.  Kind of pisses me off a bit that they did that and then made the hunt a week later than last year.  Kind of hard to plan around the Wyoming general elk tag that I am sure that I will draw.
