Second Deer Question

I've been looking at all of the special draws and I'm confused by the Second Deer draw. This is what the regs say:

Notes: You must purchase a second deer tag to participate in this hunt and the second tag can only be used in the permit hunt. The second tag must be the same weapon choice as your first tag. Your first and second deer tags can each be used to take a deer during this hunt. The first deer tag can be used during the special hunt or the general deer season. You may hunt only with the hunting method in compliance with your tag.

Specifically, if I look at hunt 1368 for Kitsap, the dates are the same as the modern firearm general season but the legal deer is "antlerless". Reading the Notes above, I am unclear about if I have to fill the first tag (normal hunt) before I can hunt with the second tag. My interpretation is that I can take an antlerless deer in Kitsap even before I've filled my general season tag which for the units I normally hunt would be any buck. Does that make sense or am I all jacked up? BTW - if I am all jacked up, it would be the first time ever.  ;)

You can fill your second deer tag, ONLY during the second deer tag season. Therefore, if the season for that particular GMU is pre general season, then yes you can totally fill that tag before hand, but again, only during the second deer tag season. Just consider it as two totally seperate seasons.

You can fill your tag at any time, provided it is during the legal dates/areas/method. You do not have to fill your general tag first.

I think Saylean nailed it so this is probably unnecessary repetition.  Hunt 1368 is "Antlerless" in GMU 627, Modern Firearm, October 16-31.  The general Modern Season in GMU 627 is October 16-31, "Any buck". With your second deer permit you can purchase a second deer transport tag.  With your general season tag you can hunt any open Modern Firearm season.  In GMU 627 you could shoot "any buck" and tag it with your primary tag.  You could also shoot an antlerless deer in GMU 627 during the period October 16-31.  You would have to tag it with your second tag.  It doesn't matter which order you fill them in.  Your 2nd tag would only be good in GMU 627, October 16-31, for an antlerless deer.
