No mass at the bases or all the way up.  Billy's will typically carry there mass to the top, also to much gap between horn basses, and a teenager with her...

A great place to start is by reading this:

Two things i look at.  First of all mass.  A big billy starts out very massive (with the bases of the horn being bigger than the diameter of the eye) and carries that mass a long ways along the horn.  This goat is a good example.



A billy also tends to have his horns curve much more uniformly, almost creating a quarter circle with his horns.  You can see that well in this young billy:



Here is another young billy that really shows the mass (bigger than diameter of eye) even though he is probably only a year, maybe two old and shows the curve of the horn.



Nannies on the other hand have much narrower horns and don't have much mass at all and don't carry the mass far at all.



They also tend to be straighter horned with more of a hook at the end as opposed to the uniform quarter circle of a billy.



Here is another nanny just for more comparison:



Of course you always have your tell tale give aways.  Squatting to pee means nanny, standing and stretching hind legs out means billy.  When billies are close to rutting they have big bulbs that swell up right behind the base of their horns.  Billies tend to have dark dirty spots on their rumps.  Nannies tend to stick to larger herds while billlies are more loners.  I know Bearhunter said that the fact that the nanny was hanging out with a teenager goat probably means nanny but I have seen a lot of lone billies hanging out with a 1.5 year old billy - they seem to be kind of showing them the ropes.  By mid October if you find a big herd with a lone goat following 300 yards behind them, there is a very high chance that lone goat is a billy as they tend to follow the herd around waiting for them to start rutting (which normally happens in November.)
