Draw weight regs on turkey?

A friend wants to know if he can hunt turkey in WA with a 30-lb long bow. Initially I thought this was illegal, but reading the regulations carefully, I can only find statements setting a minimum draw weight for big game hunting, and so now I'm inclined to think he can legally hunt with his 30-lb bow. Am I wrong?
