So if he returns the permit and gets his points back do they pick someones name out that applied for the same permit and give it to them?

No.  There is only one drawing.  The permit goes to waste.

So for all of the people who draw more than one permit for a species can just say that they made a mistake and return the one that they least want to keep?  I see a lot of people on this forum that draw there quality and buck or bull permit the same year and have to waste there points in one catagory.  Last year my buddies daughter drew her quaility bull permith in Blue Creek and her bull permit in Observatory.  She got re-zero'd in both catagories and screwed out of her 7 points.  She didnt get anything and lost all of her points in both catagories.  As the rule reads she could have said she made a mistake in her bull tag selection and returned the tag and had her points reinstated for her bull catagory and just hunted her quality due to you only being allowed one elk per year no matter how many special permits you draw.  I see a lot of people on this web page that complain when they draw mulitiple permits for one species and lose their points.  As the rule reads you can turn in what you dont want and have your points restored by saying you just made a mistake.

If that starts happening on a regular basis, I would worry that WDFW will change that rule and then either no one can return their tag/permit or they change it and have to return all special tags/permits and hunt with an OTC/general season tag...just seems how things work!

How did she get screwed out of her seven points?  She got two permits didn't she?  Luck of the draw.  She had her choice then to hunt in either or both units.

She didnt have to apply for both. If your worried about drawing both and losing points then only put in for either quality or regular bull. Problem solved.

I kind of figured the permit would go to waste which sucks because someone else could have used it.

You're stuck. once you've applied for a special app permit you cannot trade out or over. And its not a stupid rule.

Maybe i am wrong but I would bet the majority of the hunters here that put in for special permits put in for there quality bull tag, bull tag, and antlerless tag just hoping that the stars line up and they get one sometime in the next 20 years of applying.  If not just so they keep aquiring points in each catagory.  My buddies daughter drew both the quality and bull permits by some stroke of wild luck.  Quality in Blue Creek in the Blues and bull in Observatory above Ellensburg.  The seasons are the same time.  I see quite a few people on this site who have drawn the same kind of deal.  You only get one elk a year so one goes to waste.  If for no other reason her Observatory tag that she never even hunted should be able to be given back so the thousands of hunters that put in for it and didnt get it could have another chance at the tag.  When it comes to elk you go so many years between drawing from any of the three catagories that it just seemed to me as a huge waste.  She lost the seven points in her quality elk as she should have because she hunted.  but just doesn't seem right that the observatory tag should go to waste with her loosing her points in her bull catagory when she never even hunted the area at all.  Other states have alternant lists for turned in tags through an alternant drawing.   Somebody should have hunted with that tag last year.

 :yeah: Exactly. They should have about 20 alternates for every permit drawing then if someone does draw two tags and wants to turn one back in and get their points back and the next alternate gets it and burns his points.  Montana
has alternates. Im sure it wouldnt be that hard to do.

Yeah just like the 2nd deer tags people are not going to buy I would love to buy a second tag but did not get drawn

This should discourage a lot of people from applying for hunts in all categories, especially those people with a high number of points. So it helps odds of drawing. Take that "penalty" away and odds of drawing would get a lot worse. Who wants WORSE odds? Not me.

It doesn't happen very often but, I agree with you on your point. With 17 points, there is NO way I'm putting in for anything but the quality tags, everything else is ghost pointed. If I had 1 to 6 points I would put in for everything and risk it, but saying that, I think it should stay the way it is. I do agree though that it is a damn shame that some of the tags will go to waste, that part of it sucks.

I do agree though that it is a damn shame that some of the tags will go to waste, that part of it sucks.
I agree with not being able to return them but I don't agree with it being a damn shame. I am glad people are burning them, less animals killed and less people to compete with for that permit down the road with them starting back over at 0.
The things that come to those who wait, may be the things left by those who got there first!
