I could easily see someone having a dog with them while bear hunting. What about the guy who takes his dog grouse hunting? He brings a rifle along just in case he happens to see a bear. So now he's bear hunting and has a dog.

so the guy is hiking with a shotgun and a rifle?Or driving around with a dog in the vehical?Maybe hunting grouse with a big bore rifle?

All kinds of different scenarios could occur. Most likely yeah, the dog is just in the vehicle and he sees a bear between grouse hunting spots. Or what if he wants to carry some slugs in his pocket while grouse hunting in case he sees a bear? (or a 44 mag).

then he would be breaking the law,as I see it.once he starts hunting bears in the field with a dog....

I would love to take my dog bear hunting. She would not aid me in getting the bear at all, but she is a great companion. She also would not scare the bear off the bear(she sits to low in the brush to be seen).
