I have never asked or needed too, until now. Can you trade a Modern Deer tag for Muzzleloader or archery before either of the seasons start? Figure you guys would know more than the Sporting Goods clerk at Walmart.

If you applied for any special permits (even if you didn't get drawn), I don't think you can trade.  If you did not apply, the answer is yes, but you may have to go to WDFW office to do so.

ET is right, but they also changed it this year so that you can exchange tags if you either did not apply for any special permits for that species, or if you only applied for the point option and no actual hunts. Any license dealer can do the exchange, but be sure to do it between about 8 AM to 4 PM, because they will need to make a phone call to the WDFW.
