buffalo skull

my grandpa gave me this reproduction buffalo skull that hes had in his garage in a box for years and years. i think its plaster? he has another one that he finished that looks really nice but he cant remember what he used to paint the horns. i was wondering if anybody has any suggestions.

I would just use a water base paint.
