Nope...you aren't missing anything. I was basing that on key word search criteria....For all I know it is north of the border where I know baiting is legal in places.

So who wants to hunt black bear on the Quinault Rez?   Here's an excerpt from their black bear regs.:

"Section II, 13. Stationary hunting over baits is the only approved method of hunting black bear on the Quinault Indian Reservation by non-Quinault hunters."
