Fine tuning iron sites

So I put new sites on my smoke pole two years ago and sighted in just fine.  THis year took it out of the gun safe and sighted in but still a bit low to my liking.  I can't seem to be able to adjust it by just one inch it alwas goes to much or too little.  Any ideas that would help?  By the way they are tru glow sites.

My Williams peep sight has a fine scale imprinted on it for elevation and windage adjustment.  Not familiar with Truglo sights, but remember--the closer the rear sight is to the front sight, the smaller the adjustment needs to be.

Some of the sites use a screw head to pinch into an aluminum sight edge. If you tighten it too tight the screw will hog out a small indent in the site where it clamps. After thats done you cant make small adjustments. If you try, when you tighten the crew is walks its way back into the indent.

Similar to trying to drill a second hole that partway overlaps an existing hole. The drill bit just walks over into the existing hole.
