Looks like Deer requires DOD Identification, but waterfowl and pheasant allow for state ID. So seems deer is still limited.

But it is a base issued DoD Id open to any civilian who passes muster.  Not just DoD, military, employees and families

I am confused, seemed to me it was saying you have to have DoD ID, not that they would issue one. How do you get a DoD issued ID if you are not military, family of military, or DoD contracted civilian?

I have a DOD because I am a contracted civilian but I believe they will give one to you if you have a purpose for going on the base. I would assume that if you go to the meeting pay the 13 buck and pass all the necessary requirements they will issue one. It is a scanned card so you go on to just any base with it. I assume the scan will tell them if you are excepted when you can be excepted etc.
