Launching has no bearing on the license. It depends on where you hunt. You need to check the state dividing lines. You cannot hunt anywhere on the river with a WA license, you need the Oregon license for all the oregon side and lots of islands in the mouth.
what in the wild wild world of sports???

it depends on the dividing line of the river.  If you are hunting the lower river, most of the areas are Oregon.

I could be wrong but I was told that all the islands are considered in Oregon, therefore you need an Oregon license.  And no limit in one state and drive to the other side and shoot another limit.  Heard that's happened in the past.  :yike:
