Seen it to but it looks to me like he got stuck by another buck and tore the antler off in the velvet stages and then it just stayed there!  Crazy for sure!

Seen it before. It is an actual tine growing. I have a pic (and posted it in the past) of the cleaned skull somewhere.

BTKR is right.  That deer was not stuck in the eye by another deer.  That is an actuall drop tine that the deer grew under the skin.  I saw this pic several times.  The first time a week after the buck was killed.

It should be pretty obvious in the pic that it is a drop tine and not an antler broke off from another deer.  If you read the text at the bottom of the picture it will tell you also.

"The buck pictured here was harvested by Rex Covell of Shawnee, Kansas, during a Miami County archery hunt on October 23. The buck, which actually has three antlers, has a drop-tine-like antler which passes through the head and drops out adjacent the eye!"

I can't find the skull pic, but I think Michelle was the one to originally post it. If you look closely at the kill photo you can see velvet still attached to the droptine.
