either from a federal firearms license holder to another f.f.l. or if you can find a f.f.l. holder on this end that will accept a gun from a private indivdual, you can do it that way. you pay shipping and a transfer fee, usually $25 or so.

there are sideways under the table ways of doing this by shipping it to yourself, but i am not a big fan of that. i like to do things by the book when it comes to firearms

most gun shops and pawn shops will do the transfer for you.

Have his mom UPS it to your address with her name, but in care of you.  So when she comes out to visit she'll have it ;)

Heres some info.

from what I'm reading she would still have to have a licence.  but what if she sent it in two packages 1 with the upper and one with the lower?  is half a rifle still a firearm or is it parts?

The short answer is the part with the serial number must be shipped FFL to FFL.

If you ship a gun to yourself you do not need an FFL. It's perfectly legal to do so and it can all be sent in one piece.
