I must admit this is one of the strangest first posts that I have ever read.

If you have more points than the OP, your draw odds will be worse than if you applied by yourself. If you have less points than the OP, you might wonder why he would want to apply with you. It would hurt his draw odds and require him to share his knowledge of the location of an exceptional buck with someone he doesn't know.

 I don't get it either.
Even if you had the same amount of points, why would you apply for a great permit as partners? Maybe it would work...if there were lots of permits, but with low permit numbers I wouldn't do it.

The odds of drawing a permit as a party are never as good as the combined odds of at least one of the party members drawing separately.

I think it's obvious he doesn't have any points, and he's looking for someone to split their points with him. In exchange, he will be the "guide" for the other person.

Similar to what I've seen people in Oregon doing, but they actually "sell" their points. It makes more sense in Oregon though, because with their system you pretty much know how many points it takes to draw a particular permit.

Note: our former president Olusegun Aremu Obasanjo collaborated with  the former chairman of the economic financial crime commission , Mallam Nuhun Ribadu to stop the junior ranks officers from transferring funds out  of the country. he sent different publication to many countries in the world as propaganda to discourage all government officials from transferring funds into an overseas account to avoid and save guides the country's economy.
