Cutting down a shotgun?

I have been thinking of doing this for a while instead of selling my shotgun and buying a home defense model.
What I have is a Winchester 1300 Speedpump in new condition. I want to cut it down to legal length. I have a stock and a mag extension to add round count to 7 total.
Question 1 is what is the best way to cut the barrel, bandsaw or pipecutter?
Question 2 is with my new mag extension and I will only be able to hold 7 I think. Can I cut the original plug to add 1 or 2 more rounds and will this affect chambering since the spring tension will be slightly less?
Question 3 is what are my chokes worth? I have 4 in new or new condition and they are Winchokes.

Use the bandsaw, don't forget to use extra fine sandpaper to smooth said barrel, I would not cut the plug if the spring tension is affected, you may end up with a single shot.
I have no idea what chokes go for.

Just take the plug out. The spring will be fine.
Check ebay for what the chokes are going for.
