I am just moreless disgusted hearing how our Steelhead numbers are declining rapidly and they can layout 6 nets across a river and they are worried about what my kids are doing ...

I'm not familiar with the area your referring to as I am on the dry side, but is it not possible to go upstream of the nets.

Not if they want to catch anything.  Fishing below the nets would be a better idea, if possible.
