EM74- they are talking about the specific punchcards, not the waterfowl survey.

Irishvox- no big deal. They will just have incomplete data and be forced to close down all of the specified seasons...

They used to say if you don't turn them in you can't get one the following year, but not sure.  I try to stick to the suggested requirement.
