You can, so long as you are otherwise legal.  That includes not running afoul of the AOW restrictions.  Make it fit an exception to AOW such as "other than a handgun with a rifled barrel."  Or make a standard, but not SBS or SBR, shotgun or rifle. If what you want to make falls under the NFA restrictions, you must pay your tax, submit your paperwork, and await authorization.

This says nothing about WA restrictions, which currently prevent ownership of SBS and SBR.

so maybe don't make one but it isn't illegal to make your own gun why not try buying a 80% firearm and finishing it? AK receivers are about $20 if you can find them now then you can buy the parts kits as you go...or sarco used to have 1911 frames and I'm sure others make them as well...

Make it so it fires black powder and does not use a cartridge than it not considered a firearm under fed law  it becomes a muzzle loader.

It is not illegal to build your own guns.....but as I said earlier, its complicated and requires some reading and research. The guys on homegunsmith do it all the time, of course.....so did randy weaver.
