Discover Pass Bills Appear to be Dead
« on: February 14, 2013, 11:48:30 AM »
As of right now all Discover Pass bills appear to have died in their committees. Now this obviously could change overnight however the big sticking issue appears to be the loss of funding.

For example the bill that would allow licenses hunters and fishermen to get a discounted ($20) Discover Pass would require a 55% jump in Discover Pass sales to cover lost revenue. Currently State Parks is asking for more General Fund $, even though the initial plan was to eliminate General Fund $ for State Parks. So it is going to be very hard to eliminate Discover Pass revenue and thus funding. In all of these bills either DNR or Parks have been very outspoken in their opposition due to the loss of funding.

The DP bills this year are:
Complimentary DP for lifetime veteran disability pass:  SB 5319
Complimentary DP for spouses doing volunteer work: SB 5097
Discounted DP for veterans disability pass: SB 5084
Discounted DP for licensed hunters and fishermen: SB 5289
Exemption for those with valid ORV permit: HB 1755 and SB 5391

Jeez. Always trying to spend money they dont even have. The DP is an abject failure. Privitize the operations of the State Parks already.
