:yeah:  Perfectly legal to bait cougar as long as you are not using edible parts of game animals or game fish or roadkill wildlife. I'm pretty sure you cannot move roadkill deer.
Don't want to start an argument here but you can pick up road kill and use it for bait. Page 77 Washington's 2012 Big game Hunting Seasons and Regulations.
Possession and use of wildlife
"#4 Wildlife found dead.
You may remove and dispose of wildlife found dead on your property or an adjoining public roadway, but you must notify WDFW. Dead wildlife can only be removed for disposal not for personal use or consumption. ( WAC 246-203-121)"

Check out Rain Shadows game calls. Steve is a local guy from the Port Angles area that has recorded real cat sounds, get his CD you won't be disappointed. You will also get top notch cat hunting hunting tips like always give the big cats the up hill advantage, leave your twirly decoys at home, bury your e-call in some brush so the cat has to look for it. Good luck!!!

This is such bull *censored* I hate poachers!!!  They should give them animal cruelty charges!  Lock them up for it and kick them out of our state when they get out!  No second chances, lives tough, live and learn!

It does look like you could use roadkill for cougar bait, IF it is found dead on YOUR property or the road adjoining it.  You can't just drive down the road and pick up a fresh dead deer from anywhere, unfortunately.

IB, check your local schools, there might be someone (biology teacher?) there with a salvage permit like my wife has for her classroom.  They would probably love to get the skull.  You might also contact WDFW and ask for the person in charge of salvage permits.  They would likely be able to get you in touch with someone that could use it.

Ok here are some more picts from this week. the person in the photo is not me, and I'm glad to see he only took pictures. I removed my trail cam from this spot , to many people there.But i did leave my camera that I got cougar pictures on, just a few miles away. hope to get more.wished I had more time to hunt these cats . :bash:

This sentence also specifies you can not use roadkill for your personal use even if it is dead on your property or adjoining highway.  :dunno:
