PR and DJ funds are dedicated. Don't quite understand where they get off thinking they can manipulate those fund sources other than if tax revenues from sales are down, then so would be the allocation of those funds to respective states, or vise versa.

Pittman Robertson Funds can only be used for conservation and hunter education. Those funds can't be thrown in the general fund by law.
