I have heard of people using a dremel with the fiber cutoff wheel. I'm guessing that the cross bow is one of those that does not have cams like a compound bow? if so you could cut them down for that. IMO.
I turn em into range markers.
Mine are 30". I send them to my ex-wife so she can measure how wide her butt is. I need bigger arrows.
Cut them down into four inch lengths, deburr well, ultra sonic clean and then sell them to your cocaine addict friends. About the only thing broken arrows are good for. That or staking up your tomato starts.

We use the other option around here. Peas, tomatoes, green beans...they all start with an old arrow for support. I think the bright fletching gives them encouragement to reach the top

Second, the "Slip and Fall" lawyers don't care if their clients are drug users, drug dealers or complete drains on society. We use the other option around here. Antenna decorator. If you are a long draw archer, consider donating or selling at discount to short draw archers. Like me, I shoot 25.5" - 26" length.
Make wind chimes out of 'em.
Ha maybe if you get enough of them you could make a hanger like the bad guy from Indiana Jones and scare your friends in hunting camp.http://youtu.be/8gSKIQEU8qc
