I believe that lower carbon area is owned by pierce county or the old owner of cascadia on the Bonney lake side or east side. The walking trail on the west side is used by a lot of walkers and bike riders (mountain bike), I don't think you can hunt down there but I'm not positive. Your better off buying the hancock pass and selling the 5 cords of wood to make up for the cost of the permit. Tehala, which I believe may own a lot of the land down by the lower carbon has security and game wardens patrolling a lot of the time now.
