For the powder stuff just dump it down inside a rotten stump.

if you use the power like he said around a stump.  if you are using the a block style lick i would say any where on a stump, you never want to put it where it's going to be hard to find. Deer will come to it.  B/c the licks don't put out a super strong arouma i would recommend maybe rubbung some fresh apple on there or put a couple by it...  i ususally put out 2 or 3 in a small/ medium size area with some apples in middle of it all and blamo! the deer are all over it ... deer droppings and tracks everywhere.... BlackTail can be sometimes hard to hunt.  I would recommend setting up a stand or blind even during off season maybe one day and just watch see what happens.  But leave the licks out there even after they are gone i would replace them every 2 to 3 weeks depending on your concentration of deer.  if you have Alot of traffic i would saw double what i told you... and use a bigger area... still if you bow hunt have the apples no more than 30 yards from your stand.  I hunt on a military base so my area isn;t likely to be distrubed by alot of rambunctious hunters, but i still bait less deer and i need them to come to me! last year i missed a shot on a 4X4 b/c he was about 50 yards from where i was he was just looking at me having a good ole time.
