STILL having puppy peeing problems

We are on our last bit of patience and really need some advice. We are having a hell of a time trying to potty train our black lab puppy. She is a little over four months old right now. She is outside in a dog run while we are at work all day, then in the back yard with our other dog until we bring her inside the back door and into a crate for bed. Every time we go out to play with her or pet her, she half squats and pees a little. She does this inside the house too so she is a walking peeing machine. Tonight, when we let her in she rain to our other dog's pillow and immediately peed a huge amount. She had been outside for over 4 hours and peed as soon as she got to the pillow. We have tried the pee on command, on a schedule and with treats. It works ok but we can come back a few minutes later to pet her and she will pee a little on the floor or ground. I have no idea what to do. PLEASE HELP!

does your pup have access to water 24/7?

if so, I really hate to say to regulate the pup's water but thats probably what you should do to make things more manageable.
