More than likely the cinnamon your seeingis a rub spot.  Your seeing the under wool because the guard hairs have been broken off.

Bears have 2 different types of hair.  Guard hair which on this bear is black and the bears keep all year long.  The second type is the Under wool, which the bear grows in the fall to keep warm in winter.  The under wool on black bears can vary in color.  The most common on black bears is black and brown.  Though I have seen grey and lighter browns.

What tannery tanned the bear? A couple years is fine if it is a good tannery with a good tan.
