Okay, I'll never claim to be as smart as Billdo. However, I have hunted elk in wolf country so I can at least claim some real world knowledge on the subject, not just what I've read.
For John and others wanting to hunt elk in wolf country. If you don't see or hear elk, and you are not finding fresh elk sign, GO SOMEWHERE ELSE! How many times do people have to reinvent the wheel here? Elk move, particularly when they are harassed or pressured. Anyone that has hunted for very long knows full well that a basin containing 100 elk on one day can be devoid of elk the next. So why would you keep hunting there if they are no longer there?
Wolves move elk just like human hunters do. If all of a sudden you aren't seeing, hearing, smelling elk there is a good reason why. They are no longer there. Obviously in brushy and dense country this can pose some challenges, but elk are vocal in the dark. Even when it's blistering hot and dry, they are still vocal at night the majority of the time.
I'm not some genius, and no magazines are ringing my phone off the hook asking for articles, but this is what I have learned through real world experience, hunting in wolf county. Take it for what it's worth, and what you paid for it.
