You don't have to buy the permit until before the early archery season starts so you have some time unless you are wanting to try and go for the special permits. Where do you normally hunt for modern opener?
You have until the end of August to buy it. As for where to hunt, I'd just hunt the area you normally hunt, but do it during early muzzleloader season. There isn't much open late season, except blacktails here on the westside. So if you are after a mulie make sure and get it done during the early season.
Like Bobcat said, I would consider going out during Muzzy season in the spot you know and trying to fill your tag. Do you have a muzzy or bow?

I think Prescott would be much better than anywhere in north-central. You might also consider hunting the NE for whitetails.
