Nooksack #418 Quality Hunt

I had a question for the more experienced members round here.  I had a coworker tell me that you can't hunt deer east of Deming unless you get drawn for the quality deer tag.  I have found no where in the regs that restricts you to the west of Deming for either the general deer or quality deer hunt in GMU 418.  As far as I can see anything east of Hwy 20 to the Border of Cascades National Park is fair game.  Am I missing something here?
