I made some paper cartridges for reloading this season and actually got a chance to try one. Just rolled a piece of paper into a tube, glued the edges, taped the end, measured in the powder, then the patch and ball, marked the powder end with a red sharpie. I carried a couple of these in my jacket pocket and after shooting just pulled one out, bit off the red end, poured in the powder, stuffed the rest in and rammed it home (no short starter). I had that part done in less than 10 seconds, probably about 6 or 7.
The slow part was the cap. I had those in the little can in my pocket and I had a piece of cotton in there to keep them from rattling. Pulling out the can, removing the lid, fishing out the cotton, picking out a cap and sticking it on the nipple took about twice as long as the first part. I need to work up a better method for re-capping.
Turns out that I didn’t need the reload, but you never know.
