I assume it is the top ferrule of the rod? Talk to a rod builder and have it wrapped and clear coated. It would look similar to one of your guides. Otherwise a new top ferrule would be required.

I've been doing do-it-yourself rod building/repair for awhile, and that's exactly what I'd do.
If you take it to a repair guy, it may end up costing more than it's worth

. If you get a spool of rod wrapping thread and some lacquer, it could be a fun project, and you really have nothing to lose.
