pic looks strange...could be just camera angle..or the pulley and cam mounting post/limbs could be defective.
Take a good metal ruller or square and place on side of limb flush with pulley and cam..they better be at 90 degrees. if not they are bent. More than likely the guy might have taken his good rest and sight off and just slapped his old stuff on it and it just isnt set up and adjusted. This is simple stuff for about any bow shop. This is a bad time toi find this out as many shops are swampped right now.
Good luck..I wouldnt freak out yet may be nothing. The rest and sight are adjustable as long as the bow is mechanically safe...even a slight tweek could be compensated for with tuning..but you will have to do the sight..and should learn how to set arror rest..get a tool
