Getting permission to deer hunt

Hi - I'm new to the forum but, not to deer hunting in Washington. I have a question for those in the know. I have hunted in the Steptoe(139) area with good success but would like to try over in the Adams/Franklin (284,381,379) area. How hard is it to get permission to hunt in that area. I found it very doable in the Steptoe area and was hoping it would be the same here. Thanks for any info.
