You can ship most guns (except pistols) person to person within WA without using a FFL.  (I suggest you confirm this to be sure!)

In case you need to send or receive guns out of state, here is a list of Washington cities and FFL License holders.

I researched it this summer and I didn't find anything that said you can't send a pistol without using an ffl in state. If you choose to.

Q: Who may ship handguns through the U.S. Postal Service?
 
Federal firearm licensees may send an unloaded handgun in the mail to another FFL in customary trade shipments. Handguns also may be mailed to any officer, employee, agent, or watchman who is eligible under 18 U.S.C. 1715 to receive pistols, revolvers, and other firearms capable of being concealed on the person for use in connection with his or her official duties.
 
However, postal service regulations must be followed. Any person proposing to mail a handgun must file with the postmaster, at the time of mailing, an affidavit signed by the addressee stating that the addressee is qualified to receive the firearm, and the affidavit must bear a certificate stating that the firearm is for the official use of the addressee. See the current Postal Manual for details.
 
The Postal Service recommends that all firearms be sent by registered mail and that no marking of any kind which would indicate the nature of the contents be placed on the outside of any parcel containing firearms. (See also questions “May a nonlicensee ship a firearm through the U.S. Postal Service?” and “May a nonlicensee ship a firearm by common or contract carrier?”)

Use FEDEX. That's what I did. No problems at all.
I couldn't care less about what anybody says..............

if you are getting from out of state, WA will charge TAX on value of gun shipped even if you own them already, proof of taxes to current WA tax rates will be due!!! This is recent and can cost someone A LOT of money if they dont do the homework.

2 options i have found to prevent this are;

1) find an OR dealer /FFL to ship and drive into OR to pickup. note, NO HANDGUNS CAN BE DONE like this....

2) JBLM MWR (Tacoma) if you have military ties, they have FFL licence thru the outdoor center not the exchange and will ship/receive for less than any other FFL that i have found (25$) total cost. also NO TAX for the Governor!!! This plays a big role when you are shipping guns that are high $$$ value...

Being a Wa resident that lived in OR the past few years this is correct. OR will not sell you a handgun without a OR drivers license, unless private sale in Josephine County. They will sell you any AR though.
