Remington model 700 in 223 or 243. For very cheap prices you can do almost anything with them. And all kinds of parts are available. If he can shoot speed goats and Wyoming with the 223 I would lean to the 223 for cost ammunition and variety. And if they're not legal then I go to the 243 again lots of writing ammunition and not too expensive. I would go up in the scope department tool 4.5 x 14 with maybe mildot for good calibrated long-range shots.

Another really good rifle for this I think would be an M1A/M14.  The 7.62 round would be a little much on prairie dog, but it would work great on all those other critters.  Plus it is a blast to shoot and is rather cheap to shoot a lot.

AR in 6.8 SPC, have to reload to make it cheap though, if you can find componenets.  Have fun looking for something new.

.243......I reload 100gr nosler partitions for about $20 a box.....half the cost buying federal premiums with them....so if you went with a different and smaller grain bullet it would be real cheap to shoot and its a real flat shooting rifle and big enough for deer if need be

Like others have said a bolt action .243 would be my choice or a .270

Stainless all weather bolt gun in .223 with a sturdy scope. If you handload go same gun in 22-250.

I'd look at a .264 Win Mag or .25-06 or .257 Wby mag.

I am a .25-06 fanatic and the .257 Wby is an absolute stud but...

they aren't cheap.

.243 in youth size or a .22 mag is what I'd go for.
Kindly do not attempt to cloud the issue with too many facts.
