So I have read on several sites you only find these color schemes up high? Any truth to this?

Seems more Geographic than anything else to me. Lots of color bears in the Blues. Seems like moreso than straight black bears

I'd have to agree. Some areas I hunt the majority have white collars or "necklaces". Others have a solid cinnamon trait. Still others jet black. Probably just the genetics in individual areas.
